Title: Manager, Volunteer Programmes 
Location: Hong Kong 
Reports to: Deputy CEO

Purpose of the Role 
The Manager, Volunteer Programmes owns the end-to-end volunteer experience at Habitat for  Humanity Hong Kong. You are directly accountable for building, managing, and continuously  improving a professional volunteer ecosystem that drives organisational capacity, deepens  community impact, and converts volunteers into long-term advocates and donors. 

You will lead a centralised services team comprised of professional volunteers, oversee all  volunteer-facing events and marketing booths, and design distinct engagement pathways for  segmented volunteer groups. You are the single point of accountability for volunteer training,  safeguarding, compliance, risk management, data integrity, and donor conversion.

Key Accountabilities & Responsibilities

  1. Volunteer Ecosystem Strategy & Segmentation 
  • You are accountable for the entire volunteer database and its strategic segmentation. Segment volunteers into clear, distinct categories: early retirees, students, corporate  groups, skills-based professionals, and community volunteers. 
  • Design and maintain distinct engagement pathways for each segment based on  availability, capacity, and motivation, ensuring every volunteer has a clear, purposeful  journey with Habitat. 

Launch and execute a comprehensive survey of all current volunteers to understand  demographics, availability, skills, interests, and engagement preferences. Use findings to  inform pathway design and programme prioritisation. Administer annual engagement  surveys to keep data relevant.

  1. Centralised Volunteer Services Team 
  • Build and manage a centralised services team of professional volunteers who provide  ongoing operational support across the organisation (e.g., admin, procurement, design,  data, facilitation, event support). 
  • Set clear expectations, workflows, and performance standards for professional volunteers.  Treat this team as an extension of staff capacity. 

Ensure seamless integration of skills-based volunteers into organisational functions,  improving efficiency and reducing operational burden on paid staff.

  1. Events, Marketing Booths & Volunteer Representation 
  • Coordinating with Marketing colleagues, you are accountable for planning, leading, and  delivering all volunteer-facing events and marketing booth activations when run by  volunteers. 
  • Oversee booth setup, volunteer staffing, messaging, collateral, and engagement protocols  at external events. 

Ensure every booth and event is staffed by trained, informed volunteers who can credibly  represent Habitat’s mission and programmes.

  1. Volunteer Training & Safeguarding 
  • You own the design and delivery of all volunteer training, including induction, role-specific  briefings, and ongoing development. 
  • Establish and enforce safeguarding protocols across all volunteer activities, local and  global. You are accountable for ensuring every volunteer understands and adheres to  safety, ethical, and behavioural standards.
  • Maintain up-to-date training records and compliance documentation.

  1. Risk Management & Compliance 
  • You are the accountable owner of risk management for all volunteer programmes. Identify,  assess, and mitigate risks across volunteer activities, travel, onsite work, and data  handling. 
  • Ensure full compliance with Habitat policies, data protection standards, and all legal  requirements related to volunteering.
  • Maintain accurate waivers, insurance records, incident logs, and risk registers.

  1. Volunteer-to-Donor Conversion 
  • You are accountable for designing and executing clear volunteer-to-donor conversion  pathways. 
  • Coordinate with Fundraising colleagues to identify high-potential volunteers, design  stewardship touchpoints, and create opportunities for volunteers to deepen their financial  and advocacy support.
  • Track conversion metrics and report on volunteer lifetime value to the organisation.

  1. “Raise the Roof” Volunteer Advocacy Programme 
  • Design and deliver a lightweight, high-impact version of the Raise the Roof workshop  specifically for volunteers, enabling them to rapidly and credibly spread awareness of  Habitat’s work in their own networks. 
  • This programme can be delivered as a standalone activation or attached to booth/event  setups. You decide the deployment model based on context and audience.
  • Train and equip volunteer ambassadors with the tools, messaging, and confidence to  advocate effectively on behalf of Habitat.

 

  1. Programme Coordination & Logistics 
  • Lead planning, scheduling, and delivery of all volunteer programmes, including hands-on  home modification service days, community engagement activities, corporate workshops,  and large-scale volunteer events. 
  • Coordinate international volunteer groups and liaise with Habitat for Humanity  International and Habitat Country Offices to ensure smooth preparation, logistics, and  programme delivery. 
  • Manage volunteer briefings, onsite coordination, and safety protocols.

     

  1. Volunteer Recruitment & Engagement 
  • Oversee volunteer recruitment across Habitat’s platforms and third-party channels.
  • Manage all volunteer enquiries, onboarding processes, and communication touchpoints.
  • Design and implement a volunteer journey that encourages repeat participation and  deepens mission engagement over time.

     

  1. Volunteer Database & Systems 
  • Manage the volunteer CRM system, ensuring accurate records of volunteer details,  attendance, skillsets, waivers, training completion, and engagement history. Use volunteer data for segmentation, targeted communication, programme planning, and  impact reporting. 
  • Ensure compliance with Habitat’s policies and data protection standards.

     

  1. Volunteer Stewardship & Communications 
  • Develop stewardship practices including appreciation communications, impact updates,  and recognition events. 
  • Support storytelling, case studies, and volunteer impact content for communications and  fundraising campaigns.

     

  1. Partnerships & Internal Collaboration 
  • Coordinate with programme colleagues to align volunteer needs with community  requirements and ensure high-quality service delivery. 
  • Support corporate partnerships through volunteer programme design, logistics, and onsite  coordination. 
  • Contribute insights from volunteer engagement to organisational planning, programme  development, and partnership proposals.

  1. Reporting & Continuous Improvement  
  • Track and report on volunteer numbers by segment, demographics, hours served, skills based contributions, training completion, safeguarding incidents, programme impact, and  donor conversion rates. 
  • Prepare reports for internal management review, Board and Committee reporting, and  Habitat for Humanity International quarterly requirements. 
  • Analyse volunteer feedback and implement improvements to enhance effectiveness and  satisfaction. 
  • Stay updated on volunteer management best practices and sector trends.

     

  1. People Development 
  • Line manage colleagues and demonstrate through your own behaviours a culture and  mindset of growth. Role model the Habitat values of accountability, courage, and humility. Empower your direct reports to participate in discussions and decision-making. Work closely with the Deputy CEO to remove barriers and support the team to achieve  their full potential.
  • Be accountable for the employee experience of your direct reports from onboarding  through coaching and development. Create a platform for transparent discussions around  growth and capacity-building opportunities.

What Success Looks Like 

  • All volunteers are regularly surveyed, segmented, and on a clear engagement pathway  within six months. 
  • A fully operational centralised volunteer services team is delivering measurable  operational support. 
  • Volunteer-to-donor conversion rate is tracked, reported, and improving quarter on quarter. All volunteer activities meet safeguarding and compliance standards with zero critical  incidents. 
  • The Raise the Roof volunteer advocacy programme is active and expanding Habitat’s  reach through volunteer networks. 
  • Volunteer satisfaction and retention metrics demonstrate year-on-year improvement. Note: The role, whilst clearly defined, is part of a fast-moving and evolving organisation and as such, the related responsibilities may need to adapt as the team grows. Any changes will be discussed with the individual but should be recognised as part of the exciting environment within  which Habitat Hong Kong operates. 

Qualifications, Skills & Experience

Qualifications

  • Degree holder in Social Sciences, Non-profit Management, Business Administration,  Event Management, or related field. 
  • Equivalent experience in volunteer coordination or programme management will also be  considered. 

Experience

  • 10 years of experience in volunteer management, community engagement, event  coordination, or related roles. 
  • Experience coordinating large groups, managing logistics, and delivering high quality volunteer experiences. 
  • Prior experience in group overseas trip preparation and coordination is preferred. Experience with skills-based volunteering or volunteer leadership programmes is an  advantage. 

Skills

  • Strong interpersonal and communication skills, with the ability to motivate and engage diverse groups.
  • Excellent organisational skills and attention to detail. 
  • Ability to manage multiple projects simultaneously with professionalism and flexibility. Strong problem-solving skills and a proactive, solutions-oriented mindset. Proficiency in CRM systems (i.e. Odoo / Monday.com) and MS Office. 
  • Strong written and verbal communication skills in English and Chinese.

Working Hours 

  • We have flexible working arrangements for all staff. Our work week is Monday-Friday, with  staff required to work on some Saturdays/Sundays as is required for specific roles, programmes, events and/or project needs.
